First, the scope of cleaning

In addition to the agreed supply and fixed-point procurement applicable to small and sporadic procurement, for the government procurement projects above the decentralized procurement quota standard or within the centralized procurement catalog (including the government procurement projects that have carried out procurement activities and have not yet signed contracts, and the contracts are still in the performance period),A variety of alternative repositories, list repositories, qualification repositories and other supplier repositories set up by means of shortlisting, etc., as qualification conditions for participating in government procurement activities。

2. Specific time arrangement

(1) Self-inspection and cleaning stage (2021年2月1日至3月10日）。Municipal and county financial departments shall organize purchasers to carry out comprehensive self-inspection and cleaning, ban all kinds of government procurement alternative repositories, list repositories, qualification repositories, etc., and fill in the "Statistical Table of government procurement shortlisted alternative repositories, list repositories, and qualification repositories self-inspection projects" (annex2）。Provincial budget departments organize their units to carry out self-inspection and liquidation, 并于2021年3月10日前Summary and fill in the attachment2Statistical tables, together with self-inspection and cleaning instructionsSubmitted to the Provincial Department of Finance (electronic version sent tohenancgc@126.com, no relevant information should also be reported)。

Third, cleaning requirements

(1) Where a contract has not yet been signed or a contract has been signed but has not yet been performed, it shall be in accordance with Article 71 of the Regulations on the Implementation of the Government Procurement Law of the People's Republic of China and the provisions of the Financial Office2021〕14Document "II and (iii)" requires the resumption of procurement activities and notifying the relevant parties。
